Actually the phenomena is known as "google bombing"

Someone has gone around and placed a link to the site with the words "miserable failure" as the text for the link. The more of these links that are about the more Google associates "miserable failure" with the site. A common tactic is for people to take out lots of blog accounts and post the at the top.

So anyone who dislikes the US government enough could have done it. :)
