Perks onscreen?

I was playing online tonight and when i was spectating i noticed that 1 player had his perk icons on screen.Does anybody know how to enable them?They were the same perks icons that are in the perks section.

if you spectate someone it shows there perks. i dont think it shows it when you spectate but im positive that it shows their perks on the killer-cam

yeah if u get killed it shows u their perks, that way if they kill u with like 2 bullets u can see that they have stopping power or if u unload into them and they still kill u, u can see that they have juggernaut, and so on and so forth, but if ur killed and spectate ur friend (like in search and destroy) it doesnt show them
